La Comunidad Canaria en Londres (CCL) traduce al inglés y difunde el Anteproyecto de la Constitución de la República Federal Canaria

 

La Comunidad Canaria en Londres (CCL) envía a la prensa británica y cuerpo diplomático acreditado ante la corte de Saint James (San Jaime), Londres, un resumen del anteproyecto de Constitución publicado por Antonio Cubillo, en nombre del Congreso Nacional de Canarias (CNC).

DRAFT CONSTITUTION OF THE CANARY REPUBLIC

(Draft Constitution: anteproyecto de Constitucion...)

The leading Canary Islands newspaper, El Día (Tenerife), published an interesting press release distributed by lawyer Antonio Cubillo, leader of the Canary Islands' Independence Movement.

This venerable leader of MPAIAC has formed a new political party calling itself the Congreso Nacional de Canarias (Canary Islands' National Congress, CNC). Mr Cubillo was very badly hurt many years ago when he was attacked with knives by agents of Spain's intelligence service, in Algiers (during his exile in Algeria). He recovered from the assassination attempt on his life. Mr Cubillo wants to see a totally independent Canary Island Republic with its own currency, visas for visitors, customs, and Spain in the position of being a foreign country. Here is a translation of several of the points made in Mr Cubillo’s declaration of intent:


“Articles of the Constitution of the Canary Republic, presented by Antonio Cubillo Ferreira, lawyer, representing the project presented by the CNC, political arm of MPAIAC, whose articles have been published by the leading Canary newspaper, El Día, beginning 2 September, 2007.”


“Article 16 - Rights applicable in the Federal Republic (para. 3) If the island government of any determined isle does not comply with its federal obligations, or does not comply with the Constitution, or other federal laws, the federal government, with the assent of the Constitutional Court, will with urgency adopt urgent measures, in order to impose such compliance”.


“Article 17, para. 1: The republican government of the Federation has exclusive rights over the following:- Foreign Affairs, Defence, Canary Military Power, Nationality and Passports, Frontier Control, Immigration, Extradition, Money, Weights and Measures, Air and Sea Traffic, Customs, Commercial inter-change with Foreign Parts, the National Bank, Exchange Control, Tariffs, Federal Taxes, Ecology, Federal Police, Federal Courts, Taxes charged on Property Purchase and Sale, Capital Transaction, Taxes on Insurance, Incomes and companies, Alcoholic Drink and Luxury Articles, Taxes on Vehicles, and Radio & TV Channels within the national network”.


“Article 21 – Nationality: Double nationality is admitted except with Spain. All Canarios, at the moment of Independence, or within a stipulated time, must state publicly at the Interior Ministry or in the (future) embassies of the Republic abroad, that they renounce Spanish nationality before a Notary Public, submitting their DNI or passport, in exchange for which they will receive their new Republic of the Canaries documentation”.


“Article 22 – The right of protection during maternity is a constitutional right. Mothers of all recently born Canarios will have the right to a maternity payment during 18 months, if they were working, or a monthly income equivalent to the basic minimum wage, increased by 10%, to be guaranteed by the company, the island government, or the federal government. The father in each case will have the right to one month’s paid holiday”.


“Article23 – Religions: (para. 2) The agreement at present recognised between the Vatican and Spain will cease to exist, because after the Declaration of Independence, a new agreement will be signed by this federal government and the Vatican”.


“Article 25 – Money: The national coinage will be called Africo, and will be equivalent to the other important international currencies, such as the euro, the pound Sterling, the Swiss franc, the dollar and the yen”.


“Article 26 –Banks etc.: The State will create a National Republican Bank, or the Canaries Bank, which will assume the function of national banks. Each island government in the Federation may establish its own bank under its own name, with branches spread round the national territory. All foreign banks established in the Nation, or those thinking of establishing in the Nation, will have a Canary Islander as Director, and will accept laws and conditions as laid down by the Canaries Bank”.


“Article 27 Tariffs and Controls para. 3:- The Federal Government of the Republic will exercise control of all ports and airports, and will expedite visas for tourists and visitors, determining the period of such tourism or visits”.


“Article 29 – Sites of government:- The Government of the Federal Republic of the Canaries will be situated in the new capital, in the Taoro Valley (sic) or in La Orotava, in the foothills of the volcano Teide. Here will be established the Ministries of Justice, Defence, Treasury and Foreign Affairs. The Senate will be established in Gáldar (Grand Canary). The Constitutional Court will be established in Tazacorte (Grand Canary)”.


“Article 32 – para. 4:- Freedom of the Press is guaranteed within the Constitution so long as the journalists are Canary Islanders, and the mediums of communication belong 100% to Canary Islanders. These must be able to prove that they are not connected in any economical or political way with La Metrópoli.* All foreign journalists accredited by the Ministry of Information and Tourism may exercise their profession and there will be no censorship”.
